Pension Systems in Mexican Public Universities: Risk Analysis and Reform Alternatives

This article analyzes the financial sustainability of pension systems in Mexican public universities, focusing on the case of the Autonomous University of Nayarit (UAN). Using a quantitative-descriptive approach, we examine institutional budget data and conduct actuarial projections to 2030 under three scenarios: status quo, parametric reform, and a shift to individual accounts. Results show that pension expenditures at UAN have increased sharply, reaching 42% of the university’s total budget by 2023. Without reforms, pension spending could exceed 1.2 billion pesos by 2030. Simulations indicate that parametric adjustments or hybrid pension models could significantly reduce fiscal pressure. The study concludes that pension reform in public universities is both urgent and necessary, requiring a technical, institutional, and socially inclusive approach. Implementing change today is crucial to preserving the academic and financial viability of public higher education in the future.
